With the improvement of the market situation, more and more investors are starting to opt to invest in and construct charging stations. However, for many people, this is a brand-new industry and an unfamiliar market, and they not very clear about the investment process and operation qualification e . Therefore, Maruikel is once again shar ing  the details of the construction process of the "charging station" that was previously released.

Generally speaking, there are   six steps to invest in and construct a charging station: preparatory work → filing → land review → planning review → electricity application → acceptance and confirmation .

Preparatory Work

Before determining the investment and construction , it is necessary to inspect the candidate  sites, such as open spaces and parking lots, and sign a cooperation agreement with the site owners on the construction of charging stations. According to the actual situation of the site and traffic flow, the construction scale and the number of charging piles are determined. At the same time, we should also make a project budget.

• Site selection

1. I t is recommended that the site be in a parking space or a greening parking space ;

2. Parking spaces should not be too tight and should be open to the public;

3. The entrances and exits of the parking spaces should be convenient to avoid traffic jams ;

4. Areas near business districts, high-speed railway stations, railway stations, urban main roads, etc. can be given priority .

• Signing of Site Cooperation Agreement

• For signing, the business license copies, corporate seals and copies of the legal representatives' ID cards of both Party A and Party B are required. For individuals, ID card copies should be provided.
• T he contract seals of Party A and Party B or personal seals.
• A site contract drawn up in accordance with laws and regulations for the site.
• Party A shall provide land certificate, and lease certificate if it is leased with a third party.
• A s ite planning permit is required.

F il ing

After the preliminary preparatory work is completed, you can go to the provincial and municipal regulatory platforms for filing, and then submit the materials to the local development and reform commission. After passing the examination and approval of various departments, you can obtain the registration certificate.

• Information Required for Filing

• T h e phone number registered with the legal representative's ID card;
• Legal representative's ID  card;
• Detailed address of the station, number of charging piles and cost planning;
• The unified social credit code of the company.

Land Review

After obtaining the registration certificate, you can go to the Bureau of Land and Resources for a review of the legality of the land to clarify the land nature and property rights ownership .

Planning Review

After clarifying the legality of the target land, go to the Planning Bureau for a review of land use to confirm that the government has no other plans for the site in the next few years .

Electricity Application

Once all the preparations are in place, investors can bring the materials obtained from the above processes to the Electric Power Bureau for application. The Electric Power Bureau will review the above materials. After the review is completed, relevant documents will be issued, and then construction can begin .

The specific process of power application and the required materials are as follows:

• According to the capacity in the enterprise, the capacity of the transformer is calculated.
• The project leader fills out the application form at the power supply business hall and submits the relevant application materials.

The application materials include:

Written application, copy of project approval (for new building), factory site plan, original and copy of planning red line map, applicant's identity certificate (original and copy), business license, legal person qualification certificate (original and copy), land use certificate, etc.

• T he power supply company will conduct an on-site inspection one week later to determine the power supply plan. Generally, for high-voltage single-power supplies, within 15 working days, and for high-voltage dual-power supplies, within 30 working days, the power supply company will provide the enterprise with a written reply form for the power supply plan (or the "Power Supply Plan Agreement").
• The enterprise entrusts a design unit with design qualifications to design and provide materials to the design unit.

The materials provided include:

Power supply plan reply sheet, design power of attorney, and list of electrical equipment.

The design drawings must be submitted to the power supply company for examination and approval, and a Drawing Examination Opinion can be issued before the material procurement and engineering construction can be organized, otherwise the power supply company will not be able to accept the power connection.

• Enterprises pay the fees.
• Enterprises shall organize bidding to purchase equipment that meets the national industry and industry regulations, and entrust units with corresponding construction qualifications to carry out construction. The construction qualification certification materials of the construction units shall be submitted to the power supply company for review before construction, and the construction can only be carried out after the commencement report is provided to the power supply company. The power supply company will also carry out intermediate acceptance according to the engineering situation.
• After the completion of the project, the enterprise shall submit the following documents for final acceptance.

The application materials include:

(1) Product qualification instructions for the equipment ;

(2) Test records and installation technical records (including hidden project records );

(3) Completion drawings  and construction instructions (construction technical measures);

(4) Electrical part design drawings and design change letters with the review opinions of the power supply company ;

(5) Information and records deemed necessary by the power supply enterprise;

(6) The electrical part completion drawings shall be completed within one month after the power transmission of the project and submitted to the power supply company for filing;

(7) The power supply company shall complete the on-site acceptance within 5 working days after accepting the  completion  report.

• If there are defects that need to be rectified, the enterprise shall organize rectification according to the rectification opinions of on-site acceptance. After the rectification, it shall be re-submitted for completion and re-acceptance, and the re-inspection fee shall be paid.
• After the acceptance of the project, the enterprise shall sign a power supply contract and an electricity bill settlement agreement with the power supply company, and the enterprise shall provide the following materials:

(1) A copy of the business license;

(2) Legal person qualification certificate (or power of attorney);

(3) Tax registration number, opening bank and account number;

(4) The original and photocopy of the on-grid operation license of the duty electrician.

• After the power receiving project is accepted as qualified and the relevant procedures are completed, the meter will be installed and the power will be connected within 5 working days .

Purchase of Charging Piles

• According to the parking space of the station and the power situation, select suitable charging piles.
• Select charging piles from different manufacturers according to different modules.
• When the operation is the main task and the surplus power of the transformer is limited, split charging piles should be selected as far as possible.

Quotation for Charging Pile Construction

• Arrange personnel to make a survey form;
• Make a detailed quotation according to the survey form, including breaking ground, slotting, opening and the distance of thread. The difficulty of construction to make a reasonable quotation;
• Earthwork and slotting should be quoted separately.

Acceptance C onfirmation

After the construction of the charging station is completed, the power company will conduct acceptance inspection, including signs, signboards, fire-fighting equipment and so on. After the acceptance, the power will be turned on, and then a third-party testing agency will test the charging piles and issue a corresponding test report. After that, it can be put into operation.

Operation of Charging Piles

• Prepare an operation plan;
• Conduct statistical analysis of charging data;
• Adjust the operation plan according to the actual situation.
